Minting coins at a foreign mint is a wide-spread custom, even today. Given the family background of Ferdinand, a Hungarian mint seems to be a very obvious choice. Additionally, the portrait is the work of A. Scharff, a well-known medalist of the era in the Austro-Hungarian Empire.
